15.ª edição do Concurso Todos Contam arranja hoje com novidades

The 15th edition of the "Todos Contam" (Everyone Counts) competition kicks off today, an initiative promoted by the National Council of Financial Supervisors – CNSF (Bank of Portugal, Insurance Supervisory Authority and Securities Market Commission) in close partnership with the Ministry of Education, Science and Innovation, through the Institute of Education, Quality and Evaluation (EduQA).

With the aim of promoting financial literacy from preschool to secondary education, the new edition of the competition coincides with the 2026/2027 school year and introduces three changes intended to simplify applications, recognize the role of teachers, and reward work effectively carried out in the school environment.

Key new features of the 15th edition: what's changed?

If your school cluster/non-clustered school has already participated in previous editions, please note that the 15th edition of the competition has a new application period (between May 31st and July 2nd, 2027), thus evaluating projects that have already been implemented. Furthermore, there will now be direct recognition for the coordinating teachers of the winning projects, who will now receive a portion of the prize money, and the value of each prize has increased to €2000.

The contest prizes

This competition will recognize five winning projects (one for each stage of the school journey: Pre-School Education, 1st Cycle, 2nd Cycle, 3rd Cycle of Basic Education and Secondary Education), which will be divided into a gift card for the school, worth 1500 euros (for the purchase of books and school supplies) and a gift card of 500 euros for the teacher coordinating the project.

Additionally, there may also be a merit award for an exceptional project, promoted by a school that has never been awarded in a previous edition of the competition ("Breakthrough School Award").

Eligible applications

According to the regulations for this edition, applications may be submitted exclusively online , using the appropriate form, between May 31 and July 2, 2027, by groups of schools and non-grouped schools from the public network, private and cooperative education establishments, vocational schools, and non-profit private institutions (IPSS, misericórdias, and mutual societies) based in Portugal.

Applications should be governed by the Guiding Principles of Financial Literacy Initiatives and based on the Essential Learnings (ELs) of Citizenship and Development (Financial Literacy and Entrepreneurship dimension), as well as the Financial Education Framework for Pre-School Education, Basic Education, Secondary Education and Adult Education and Training , seeking to:

  • To raise awareness of the importance of financial literacy in everyday life;
  • Develop fundamental knowledge and skills for financial decision-making;
  • To promote appropriate financial attitudes and behaviors;
  • To promote financial resilience and the creation of savings habits;
  • To raise awareness of the importance of generating income to achieve financial goals, for example, through investment in education and entrepreneurship;
  • To deepen knowledge and promote appropriate behaviors in the use of digital financial services;
  • To raise awareness of the impact of financial decisions on sustainability;
  • To encourage the use of the educational resources of the National Financial Literacy Plan, such as the Financial Literacy Notebooks, the Guide for Financial Literacy in Preschool Education, the "Everyone Counts" Lesson Plans, and other content and tools available on the "Everyone Counts" portal.

Financial Education: Training program for early childhood educators and primary and secondary school teachers.

“Working with the Financial Education Framework and the Financial Education Notebooks as a contribution to their dissemination and implementation in the school context” is the title of the training course that will take place in October, November and December and is intended for early childhood educators and teachers of primary and secondary education.
